Cyprus Ticks All the Boxes for Schengen Accession; Green Line Hurdle Looms

The illustration is split into two scenes: on the left, a man uses a modern biometric kiosk at an airport's departure gate; on the right, the scene shifts to the UN Buffer Zone (Green Line) in Cyprus, featuring a barbed-wire fence, a Buffer Zone UN sign, and a watchtower under the EU and Cypriot flags.

As officially declared by the Cypriot government, the Republic has ticked all the boxes to fulfill the technical requirements for accession to the Schengen Area. Thus, it marks a significant milestone in its decade-long journey toward full European integration.

Government resources confirmed this week that the goal of reaching technical readiness by the end of 2025 has been achieved.

Though the digital and administrative boxes have been checked, the persistent geopolitical reality of the Green Line remains the most formidable and final hurdle to lifting internal border controls.

Do you know? The Green Line refers to the UN-patrolled buffer zone/ceasefire line, which extends approximately 180 km across the island, separating the government-controlled areas of the Republic of Cyprus from the Turkish-occupied north.

Completion of Technical Requirements

For several years, Cyprus has been working to align its security and administrative infrastructure with the strict EU standards. Therefore, some of the key achievements may include the following:

  1. Cyprus gained rightful access to the SIS (Schengen Information System) in July 2023. As a result, this enables a real-time data-sharing system on security threats and border management with 29 other Schengen nations.
  2. Almost 292 million euros have been given by the Cypriot government in EU funding (2021-2027) to support border infrastructure. Thus, the authorities have modernized biometric kiosks and automated border control gates at Paphos and Larnaca airports.
  3. Roughly 25 European Commission experts made a final round of assessments in late 2025. In the report, they reviewed operational policing systems and human rights safeguards, mentioning that the technicalities are largely finalized.

President Nikos Christodoulides has repeatedly said that 2026 is the target period for full integration. However, this timeline would coincide with Cyprus’s presidency of the Council of the EU. If done, this will strengthen the security of the country and the entire region.

The Green Line Puzzle

A digitally generated image of a narrow street in Nicosia, blocked by a makeshift barrier of sandbags and blue metal barrels. At the center sits a large, weathered white sign with bold black text that reads THE GREEN LINE UNITED NATIONS BUFFER ZONE NO PASSAGE.

Although these technological successes have been achieved, the 180 km United Nations-patrolled buffer zone known as the Green Line poses its own special problem, which has no precedent among Schengen members.

The Green Line is not an official EU frontier, but the Schengen agreement demands the highest security standards at all points of access to the area. However, to become part of the Schengen group, Cyprus would have to show effective monitoring of transit from the Turkish-controlled north, while converting the Green Line into a hard Schengen border would mean recognizing the division of the island, something Cyprus has always refused.

We’ve done the technical bit so that no one can raise any problems about it, said an official of the Cyprus government in conversation with the Cyprus Mail. But if the countries raise problems regarding the Green Line, then we will deal with that problem when we reach it.

What Membership Would Mean for Cyprus?

The chances of successful accession to the Schengen Area are high, which will benefit citizens and the economy. Thus, in the case of full membership, passport checks for travel between Cyprus and 29 other European countries will be eliminated. For instance, this includes hubs like France, Greece, and Germany.

Moreover, it will add value to the following domains as well.

  1. Being a member of the Schengen Area will lead to a boost in tourism. So, those travelers who are already in the Schengen Zone will no longer face immigration delays upon arrival. Thus, this makes this island a more attractive stop for multi-country European itineraries.
  2. Besides, those non-EU nationals holding a Cypriot residence permit can obtain the right to travel visa-free across the entire Schengen bloc. This also includes those individuals who are under the country’s investment programs.
  3. The succession will lead to enhanced and coordinated security. For example, deeper integration into Europol and VIS (Visa Information System) would lead to an increase in the island’s ability to fight cross-border crime and manage migration.

Conclusion: The Road Ahead

Although there is an upbeat atmosphere from the authorities, third-party views, such as those of CIReN (Cyprus Investigative Reporting Network), suggest that 2026 might be too ambitious.

First, the official assessment by the European Commission is yet to be released, and, most importantly, a unanimous decision needs to come from all existing members of the Schengen zone, who might insist on having further plans made concerning the surveillance of the Green Line.

With Cyprus taking over the EU presidency in 2026, the following message is delivered clearly: technical tasks are completed. It is now the job of politicians in Brussels to complete the task.
